  • Detective Lieutenant James D. Burrell

    TCNA President

    Lieutenant JD Burrell began his career in law enforcement in 1994 with the Norris Department of Public Safety. He served as a public safety officer until 1998 when he joined the Knoxville Police Department. At KPD he has served in several positions including patrol officer, field training officer, criminal investigator, patrol sergeant, field training sergeant, and patrol lieutenant. He is currently the Detective Lieutenant that oversees the Property Crimes Unit within the Investigations Bureau.

    Lieutenant Burrell was selected and joined the Crisis Negotiations Unit (CNU) in 2005 after he completed the basic FBI Negotiator Course. Since then he has attended several basic and advanced negotiator courses and conferences from around the country. He has been involved with or supervised numerous negotiator response situations since joining. He was assigned as a team leader in 2010 and appointed Crisis Negotiator Commander in 2019.

    Lieutenant Burrell is a graduate of LEIC’s Southeastern Leadership Academy and has completed the FBI – LEEDA Command Leadership Institute course. He has a Master’s degree in Public Safety and a Bachelor of Science in Criminal Justice, both from Bethel University. He is also a Marine who served in the Persian Gulf during Operation Desert Storm.

  • Detective Lieutenant Toney Turner

    TCNA Vice President

    Detective Lieutenant Toney A. Turner started his law enforcement career as a reserve officer with the Athens Police Department and later as a deputy with the Limestone County Sheriff Department in the State of Alabama. He received his law enforcement certification from the Alabama Law Enforcement Training Center in May 1992 before joining the Metropolitan Nashville Police Department (M.N.P.D.) on November 1, 1994.

    Lieutenant Turner has served in many capacities within the M.N.P.D., with the longest services being in the Traffic Division as a traffic investigator, the Youth Services Division, which primarily investigates all crimes involving children, and the department’s Drill and Ceremony Team.

    After completing the F.B.I. Basic Crisis Negotiations Course, Lieutenant Turner was selected to the M.N.P.D Crisis Negotiation Team (CNT) in October 2007. Over the years, Lieutenant Turner has served in many leadership and supervisory roles on the team and was appointed Field Commander of the MNPD Crisis Negotiations Team in December of 2021.

    He has attended several crisis negotiation conferences and basic and advanced negotiation courses to learn more about the unique skills of negotiations and networking with other teams. These opportunities have given Lieutenant Turner the needed insight and knowledge on ways to make their team more efficient and creative. This mindset has allowed their team to partner with Mental Health Cooperative (Mobile Crisis) to assist and respond to the scene on the majority of all mental health callouts. Over the last ten years, the partnership has been viewed as a success. Lieutenant Turner's unwavering commitment to the law enforcement professional, his department, and his team has been a testament to his dedication.

    Lieutenant Turner graduated from Northwestern University School of Police Staff and Command in July 2023 (Class 550), and his current pursuit of a B.S. in Business Management at Trevecca University is an inspiring example of his continuous learning and growth.

  • Sergeant Jessica Jackson

    TCNA Treasurer

    Jessica Jackson is a sworn law enforcement officer with the Gallatin Police Department. Sergeant Jackson started her law enforcement career in February 2006 as a dispatcher with the Gallatin Police Department. In July 2006 Sergeant Jackson was offered a position as a police officer. Sergeant Jackson graduated from the Tennessee Law Enforcement Police Academy in October 2006.

    Sergeant Jackson was assigned to the Crisis Negotiations Team in 2008. In this position Sergeant Jackson has responded to various calls for service including barricaded subjects, suicidal subjects, etc. In 2017 Sergeant Jackson was appointed as the Crisis Negotiations Team Leader.

    Sergeant Jackson was later assigned to the Criminal Investigation Division as an Investigator, a position she held from 2011 to 2013. As a member of CID, Sergeant Jackson investigated a number of major crimes however, child sex crimes and child abuse cases were the primary focus.

    in 2013 Sergeant Jackson was assigned to the Professional Standards Unit as the Property Maintenance and Codes Enforcement Officer, Public Information Officer, and Court Liaison. Upon promotion in December 2023 she was moved back to patrol as a Patrol Sergeant. In July 2024 she was moved back to the Professional Standards Division as the Sergeant.

    Sergeant Jackson holds ICC/Property Maintenance & Housing Inspector certification required to hold the position of Property Maintenance and Codes Inspector, Master PIO certification, as well as a Bachelor’s of Arts Degree in the field of Psychology, Sociology, and Criminology.

    Sergeant Jackson is currently attending Session XI of the University of Tennessee Chattanooga’s Southeastern Leadership Academy.

  • Correctional Lieutenant Catrina Borden

    TCNA Secretary

    Correctional Lieutenant Catrina Borden began her career with the Wilson County Sheriff’s Office in October 2010 as a correctional officer. In 2014 she took a position as the Administrative Assistant with the Criminal Investigation Division. In 2016 she was awarded Administrative Assistant of the year. In 2018 she was promoted to Corporal in the Correctional Division and made Sergeant within a few months. In 2022 she was promoted to Lieutenant.

    In 2012 she was recruited to the negotiation team and currently serves as the assistant commander of the team. She has completed the FBI level I and level II negotiations training. She has handled various calls including, suicidal, and barricaded subjects.

    Lieutenant Catrina Borden also serves as the Senior Vice President on the Andrew Jackson Chapter Board with the Southern States Police Benevolent Association. She has an Associates of Science in Criminal Justice from Volunteer State Community College.

    In 2023 Lieutenant Catrina Borden volunteered to be a part of assisting in the creation of the TCNA. She was voted in as the Secretary and is very excited about being part of this amazing association.

  • Colonel Vincent Beasley

    TCNA Sergeant at Arms

    Vincent E. Beasley is a Colonel on the Memphis Police Department with over 34 years of law enforcement experience. Currently, he serves as the Commander of the Real Time Crime Center (RTCC) and the Coordinator of the Crisis Negotiation Team (CNT).

    He has certifications in Crisis Intervention Training, Suicide Prevention, Mental Health First Aid, Peer Support, Hostage Negotiations, Trauma in Law Enforcement, Physical Training, ASP Baton, Crisis Prevention Institute (CPI) – Nonviolent Crisis Intervention, and Domestic Violence.

    He received a B.S. in Business Management from the University of Tennessee at Martin and a M.S. from the University of Phoenix in Organizational Management. He earned a M.A. in Specialized Training with an emphasis on Emergency/Disaster Preparedness and Response Management from the National Consortium Staff College, Saint Louis, Missouri. He received a Ph.D. in Business Administration, Management and Operations from Trinity University.

    He served 26 years in the Armed Forces and retired as a Lieutenant Colonel from the United States Army Reserve.

  • Captain Chris Rossie

    Board of Directors - West TN Representative

    Captain Rossie began his career in law enforcement in February 2005 with the Collierville Police Department. He graduated the Memphis Police Department 14 th. Regional Police Training Academy in May 2005 and assumed the job of patrolman. As a patrolman, he served as a post advisor to the CPD Explorer Program, a member of the Crisis Intervention Team (CIT), a DUI technician and an FTO.

    In 2015, Chris was promoted to the rank of Lieutenant and assigned to the Support Services Division as the CPD Jail administrator. In 2017, he was assigned to the Uniform Patrol Division. Later, in 2018, he completed FBI Basic Crisis Negotiations and began serving as the assistant Crisis Negotiation Coordinator for the department.

    In November 2021, Chris was promoted to Captain. He is a graduate of the University of Tennessee Chattanooga’s Southeastern Leadership Academy class X (SELA).

    He currently serves as a Patrol Shift Commander, an EVO instructor, FTO program coordinator, and the Crisis Negotiation Team coordinator. Chris also received the FBI Law Enforcement Executive Development Association (LEEDA) Trilogy Award.

    Captain Rossie is excited for the opportunity to serve as a West Tennessee representative for TCNA.

  • Lieutenant Calvin Grantham

    Board of Directors - West TN Representative

    Lieutenant Calvin Grantham works for the Shelby County Sheriff’s Office in the Memphis-Metro area, and serves as a Commander in the Bureau of Professional Standards and Integrity. Throughout his 17-year career, he has served in Uniform Patrol as a Patrolman and Sergeant, School Support Services as a School Resource Officer and Sergeant, the Detective Division/Homicide Bureau as a Detective and Sergeant, and his current position in the Bureau of Professional Standards and Integrity as a Lieutenant.

    Lt. Grantham has been a member of the Crisis Negotiation Team since completing the FBI’s Crisis Negotiation Course in 2019, and has responded to numerous critical incidents since that time. Lt. Grantham is a life-long Memphian, and the proud father of two adult sons. He also enjoys volunteering with the Boys and Girls Club of Greater Memphis/Sycamore View Club in his spare time.

  • Corporal Cheryl Macpherson

    Board of Directors - Middle TN Representative

    Corporal Cheryl Macpherson currently works for the Columbia Police Department (CPD). She has over twenty years of law enforcement experience. In 1998 Cpl. Macpherson got her start in the career as a police explorer with the Plantation Police Department (PPD) in South Florida. From 2001 to 2006 she worked with PPD as a Police Service Aide and as a Police Officer having attended the police academy in Davie, FL.

    In 2006 Cpl. Macpherson moved to Tennessee and joined CPD as a Police Officer. In 2011 she transferred to the Detectives Division where she worked various specialized and general investigations until she was promoted to Corporal in 2022. Cpl. Macpherson currently works in the Support Service Division where she trains new and current officers.

    Cpl. Macpherson became a negotiator in 2014. She now serves as the commander of the department’s negotiations team. During her time as a negotiator Cpl. Macpherson has worked various incidents and attended several trainings related to negotiations.

    Cpl. Macpherson has a vast amount of basic, advanced, and specialized training as well as an abundance of career experience. She holds several roles as an instructor and is blessed to be the head advisor of her department’s explorer program.

  • Sergeant Rachel Fowler

    Board of Directors - East TN Representative

    Sergeant Rachel Fowler became an officer in Raleigh, North Carolina in 2011 prior to returning home to Tennessee to join the Knoxville Police Department in 2014. Sergeant Fowler joined the Crisis Intervention Team in 2015, when she also joined the Knoxville/Knox County/University of Tennessee Regional CIT Board and served at KPD’s CIT Liaison. In 2016, she was selected to join the Crisis Negotiations Unit, where she has served as the Executive Officer since 2020. Also in 2020, she was promoted to Sergeant, where she supervised a patrol squad until being asked by the Chief of Police to transfer to the Internal Affairs Unit. After serving in that role for two years, she was transferred to the Violent Crimes Unit, and finally, the Homicide Unit, which she currently supervises.

    Sergeant Fowler has attended numerous schools and trainings for her role as the Crisis Negotiator Executive Officer, including but not limited to: Crisis Intervention Training: Force Science Realistic De-Escalation Course: Integrating Communications, Assessment, and Tactics Conference; PATC Basic Crisis Negotiator Course; PATC Hostage Negotiator Course; FBI Basic Crisis Negotiator Course; Homeland Security Command Post and Intelligence Operations Course; Force Science Certification Course; Reid Interview and Interrogation Course; KPD Supervisor Course; and the Bureau of Justice Assistance Valor Program Mid-Level Leadership Workshop.

    Sergeant Fowler graduated summa cum laude from East Tennessee State University with a Bachelor of Arts in 2007, and with a Doctorate of Jurisprudence in 2009 from the University of Tennessee College of Law.

  • Sergeant Bobby Bell

    Board of Directors - East TN Representative

    Robert (Bobby) Bell is a patrol sergeant with the Chattanooga Police Department, having been employed there since 2003. Prior to his employment with CPD, Bobby served 13 years active duty in the U.S. Army. In his last two assignments, Sgt Bell served in Vilseck, Germany (3rd ID) at Ft. Campbell KY (83rd Med. Det.) as part of the Critical Incident Stress Debriefing team, responding to various training accidents and crises from 1992-2000. Sgt Bell has completed a B.S. with Covenant College and is a 2021 graduate of the Southeastern Leadership Academy (SELA).

    Sgt Bell has served on patrol as an FTO and as an FTO Sergeant. Sgt Bell spent 5 years as an SVU investigator. He has served on his department's Hostage Negotiation Team since 2008 and became the team commander in 2018. Sgt Bell attended the department's first Crisis Intervention Team training in 2009 and has continued serving as a CIT member since then. Sgt Bell has completed the FBI basic and advanced training (Special Topics) as well as other CSM and NTOA courses. Sgt Bell has served as an instructor during basic courses held in the Chattanooga area. He completed Critical Incident Stress Management training (Group and Individual) via the ICISF in 2016.

    The Chattanooga Police Department's HNT meets for training bi-weekly and deploys regularly with the CPD SWAT team on various call-outs and for warrant service. The majority of the current team completed Integrating Communications, Assessment and Tactics (ICAT) Train the Trainer training in 2023. Chattanooga's HNT has trained in the past with teams from the Hamilton County Sheriff's Office, Bradley County Sheriff's Office, Cookeville Police and Knoxville Police Departments.

  • Sergeant Jacob Sprouls

    Sergeant Jacob Sprouls

    Board of Directors- Middle TN Representative

    Sergeant Jacob Sprouls began his law enforcement career nearly 18 years ago in east Tennessee as a patrol officer in Kingsport. He has been employed at the Hendersonville Police Department since 2011 and currently serves as a patrol sergeant on the midnight shift. He has participated on both the negotiator and SWAT teams, and previously spent six years in the agency’s criminal investigations division. In April 2021, he was promoted to sergeant and took command of HPD’s crisis negotiation unit at that time. Sergeant Sprouls has been a longtime member of the Fraternal Order of Police Lodge 63 in Hendersonville. In 2021 and 2023, he received the lodge’s Roosevelt Award (supervisor of the year). He holds a bachelor’s in business administration from King University and is completing a master’s in executive leadership from Liberty University. Sergeant Sprouls collaborated with other leaders across Tennessee in 2023 to help establish the TCNA and is currently serving as an elected representative for the middle district.
